My Mom`s B2 VISA GOT REJECTED 3 times

I am a permanent resident of United states, and I am a graduating senior in a state university. I invited my mom to attend my graduation in early May. However she got rejected 3 times. Can anyone explain this?

Give us some background family history, financial conditions etc. Did they give any reason for visa rejection?

Did they provide her a reason for the rejection?

(Usually, but not always, B2 is denied because the officer is unsatisfied the applicant will return to their home country once they enter the US).
